To ease the difficulties and problems faced by shippers of goods to and from Nigeria, provide quick and safe access to port facilities from inland transport networks, decongest the seaports by increasing storage facilities, facilitate door-to-door delivery of cargo to and from importers and exporters, and facilitate transport development through the hinterlands of Nigeria.
The project assets include a stacking area, container warehouse, freight station, rail sidings, interchange complex, customs and ICD administrative building complex, including other depot buildings, car parks, fence, boreholes and water treatment house, firefighting facilities, sewage treatment and pumping plant, powerhouse, and communication facilities and other appurtenances thereto.
Providing quick and safe access to port facilities from inland transport networks. The pubic party grants the operator the right to design, develop, finance, construct, complete, test, commission, operate, manage, maintain, and transfer the depot in line with the terms and conditions of the agreement.
The PPP model adapted was build, operate, own, and transfer. It is a greenfield project under a private finance initiative The model leverages the expertise of the private sector and partnership with the public sector to bring about much needed efficiency. The ICDs are expected to bring shipping services to the doorstep of shippers across the nation, assist in decongesting the seaports and making them more user-friendly, and help to revive and modernize the railway as a primary mode for long-distance haulage of cargo.
Stakeholder engagement sessions were carried out with key stakeholders, including the host community, regulatory authorities, and Ministry of Transport, at the pre-implementation stage.
Implementation is yet to commence, due to the absence of an acceptable Outline Business Case.
